שלום Rot, XQuery as a language should work perfectly fine with right-to-left languages, and I know that people have successfully used BaseX to process Persian texts. I guess the main question is what you are exactly planning to do. – Have you already done some simple tests? If you encounter problems parsing Hebrew texts, feel free to give us more details.
